Taken during "fleet week" during the Rose Festival, at dusk. In the foreground where the people are standing you see the Vera Katz Eastbank Esplanade, a popular walk/bikeway on the east side of the Willamette River from the Steel Bridge to OMSI, which offers a great view of downtown Portland.
